Costs to Rise?

The legacy Public Switched Telephony Network (PSTN) is going to be switched off in 2025.  This means all councils need to replace all their ISDN and simple telephone lines by that date.  I've heard that one local authority needs to find a significant 6 figure sum of unbudgeted expenditure to replace its telephone lines with new services.  If replacing old (low cost) telephone lines with new IP services, revenue expenditure is going to increase just at the time Councils are looking to cut back. Crisis unfolding?
