Nicholas Moss was a Probation Board Chair for six years (2001-2007) and was closely involved in the then evolving debate about commissioning and how it should operate. As a magistrate he was – and remains - a court room consumer of probation services. Five years on, he looks at the picture afresh from both perspectives and considers how far commissioning has developed as a means of providing the right services for the courts; and at its impact on the interdependent relationship between sentencers and probation. He will consider also whether commissioning raises new challenges for the inviolable commitment to judicial independence.
