This event is free to people from local authorities who subscribe to esd-toolkit, otherwise there is a £75 charge per person. If you would  like to check if your local authority is a subscriber to esd-toolkit please e-mail Alexandra.marshall@local.gov.uk

In the event of significant excess demand, we may have to limit the numbers of places available to each attending organisation. A fee of £75 per person will be charged for subscriber's free place reservations in the event that delegates do not attend without giving us at least 14-day written notice of their cancellation.

What is it?

The Activity Based Costing (ABC) method of cost analysis is a mature approach to evidencing and modelling alternative means of service delivery, with the focus on an improved customer experience and optimising the deployment of resources available to the council. 

The ABC tool within esd-toolkit has been developed using the esd-toolkit Cost Architecture and refined by and for Local Authorities since 2008.  It encompasses a standards-based approach and was developed through subscriptions and CLG funding, in partnership with the esd-toolkit local government community and the Chartered Institute of Public Finance & Accountancy (CIPFA). 

The approach and features available have been specifically designed to enable local authority managers to capture robust cost behaviour information, identify duplication and waste in their services, and to help them make better decisions on options for change.  It will help in understanding the ‘true’ cost of service delivery.

 

Who should attend?

Anyone within a local government organisation involved in business improvement programmes and project teams and any other practitioners who need to target areas for improvement and evidence the potential efficiency savings of alternative delivery methods.  Particularly:

  • Business improvement professionals including business analysts and project team members
  • Finance managers and staff assisting heads of service involved with costing service re-design
  • Customer service managers reviewing the costs of customer access channels

 

Objectives

Delegates will gain an understanding of:

  • the background of ABC and supporting standards
  • how to prepare for an ABC pilot exercise
  • the practical application of ABC including hands-on experience

 

Learning Outcomes

By the end of this course, delegates will be able to:

  • Understand the various stages of the service delivery process – each capable of being assigned resources and costs
  • Record service data within the ABC tool and model alternative scenarios to consider options for productivity gains or service improvement
  • Identify scope for removing activities which are duplicated or wasteful and focus on value-adding activities as a priority
