1640 – 1700hrs     Resource Sharing Group [RSG] - Mike McNaughton and Donald Payne

In response to funding constraints and the need for risk assessments that meet the statutory requirements for determining whether there is a “significant possibility of significant harm”, local authorities; Fife, Clackmannanshire, and Perth & Kinross got together to pool their resources.  This concept has taken the regulatory community by storm and has seen the Resource Sharing Group expand along with the resources available to its members.

1700 – 1730hrs     Key changes and implications of the new Part 2A Statutory Guidance in England - Alison McKay

The new statutory guidance in England introduces some significant changes for how local authorities decide what constitutes contaminated land under Part 2A of the Environmental Protection Act 1990. This presentation will provide a summary of some of the main changes and their implications.  The presentation will take a critical look at whether similar amendments would be appropriate or useful in Scotland.

1730 – 1750hrs     Environmental Regulation in India – an overview of principles and future demands

                                  Dr Anurag Garg, Indian Institute of Technology, Bombay

The Indian environmental protection community is focused on a Central Pollution Control Board which develops policy from the Ministry Environment and Forests (MOEF), applied in a local context through State Pollution control boards and local municipalities, to protect a total population of 1.22 billion.  This talk will review the principles of the development of environmental regulation in India for such an enormous and diverse environmental and cultural situation, highlighting contrasting pressures on regulators.  The strategy of the Indian Government in developing future provision will be discussed particularly in the context of the water environment, waste water and solid waste regimes and comment on relevance to land contamination.
