The Scrap Metal Dealers Act 2013 introduces a new licensing regime for scrap metal dealers. This new regime will be administered by local authorities, and it is intended that the legislation takes effect on 1 October 2013 or shortly after.

This conference will explore the new Act, what councils will have to take into account in deciding whether or not to issue a licence, what information they will be able to request from the police and Environment Agency/National Resources Wales, what rights applicants have to make representations, how the new national register of scrap metal dealers licences will work, and what the guidance on fees will cover.

The conference will also look at the enforcement powers under the Act for councils and the police, including the ability to close unlicensed sites. Additionally it will examine what councils can do more widely to tackle metal theft such as working with itinerant collectors to encourage them to improve their record keeping.
