The sad and undeniable fact is that despite the proliferation of advice available we are still not very good at delivering change. The failure rate appears to be in the region of 60 - 80% (CIPD 2013 and IoD 2013) whilst the Government’s own research stated: “Alarmingly and despite the warnings and lessons learned, up to 80% of all changes fail to deliver the planned benefits”.

A failure to recognise and attend to change management issues when delivering projects and programmes has been regularly cited by the OGC and its successor organisation, the Major Project Authority (MPA) as a key gateway lesson. This finding is the product of some 5,000 independent peer reviews undertaken in the public sector during the course of the last twelve years.

The Great Change Debate is being run by the APM Enabling Change SIG.

There will be two focused presentations in the morning session on resistance to change and improving future change capability.

The panel debate in the afternoon is around three specific questions on project management and change;
• why do projects continue to fail?
• how is a change manager different to a project manager?
• how do organisations measure the success of their change projects?

By providing this opportunity for delegates to input to the discussion and learn from experienced professionals, we aim to improve change capability and provide practical suggestions.
