Enabling Development Policies not to do with Heritage

Hello. Does anyone know of any adopted policies that include provision for enabling development that are not related to heritage? Our scenario (although I am interested in any examples related to any scenario) is that a policy will allocate land for tourist accomodation but allowing some enabling development (likely to be market residential). Any thoughts? Thanks. Natalie

Have a look at policy U22 of Ashford’s Urban Sites and Infrastructure DPD – enabling housing development to fund a strategic park

Have a look at the Ryedale Local Plan Strategy Policy SP!2 which has an enabling policy relating to heritage assets - mainly to assist the large estates in the Ryedale District with maintenance of their properties. The plan has been found sound but subject to a legal challenge relating to housing provision.
